MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF JUNE 13, 2005
The regular weekly meeting of the Monterey Select Board was opened at 8:15 a.m. with members Michèle Miller (Chair), Michael Storch, and Jonathan Sylbert all present.
In attendance for the meeting: Laurily Epstein of the Monterey News and Liz Goodman
· At 8:15 a.m. the Board interviewed Joseph Dondey of Pittsfield, whom Chief Gareth Backhaus introduced as a candidate for appointment to the Monterey Police Department. At the conclusion of the interview, it was moved by Storch, seconded by Miller, and unanimously voted to appoint Dondey as a part-time police officer. In other matters, the Board met with Chief Backhaus to review Police Department items.
· Fire Chief Ray Tryon reported to the Board that Fire Engine 1, purchased in 1996, requires engine rebuilding. The engine has operated 499 hours.
· Dog Officer Marty Clark was present to advise the Board that the Town Clerk is not properly collecting fines for unlicensed animals.
· The Board met with Director of Operations Maynard Forbes to review Highway Department items. The Board scheduled its road inspection for Monday, June 20, from 9:30 a.m. to 11 a.m.
· The Board conducted a job interview with Barbara Scarbro of Great Barrington for the position of Town Secretary.
· The Board met with Town Clerk Barbara Swann to discuss fines for unlicensed animals. Swann disputed the claim of Dog Officer Marty Clark that the fines are not being properly collected and advised the Board that the Dog Officer should be using the 21D form issued by the Police Department. The Board requested that Swann review the Town’s animal restraint bylaw and appropriate state laws and advise the Board in writing as to the correct procedure.
· The Board conducted a job interview with Phyllis Weiss of Sheffield for the position of Town Secretary.
· The Board conducted a joint job interview with Barbara Swann and Linda Thorpe, who have made a proposal to share the position of Town Secretary.
· Conservation Commission chair Chris Blair met with the Board to discuss the following items:
o Conservation Commission secretary: Hearing notices not published by ConCom secretary; clerical assistance until hiring of new secretary
o Mt. Hunger Road house construction: Compliance with Scenic Mountains Act

· The Board queried Town Accountant Barbara Gauthier about the number of days of personal and sick leave taken to date by the Town’s Administrative Assistant. There was discussion of the Town’s policy regarding employee sick days, personal days and vacation time.
· Park Commission chair Leroy Thorpe met with the Board regarding the replacement of the broken light at the ballpark. The Board asked Thorpe to submit a written statement of the replacement cost, since the charge may be attributable to Cardan Construction. Town Accountant Barbara Gauthier was asked to contact the Town’s insuror, MIIA, in this regard.
· Chuck Mielke met with the Board regarding the formation of an Education Committee. The Board volunteered the services of the acting Town Secretary to send out notices to parents of all schoolchildren in Town advising that the committee will be formed at the June 20 evening meeting of the Select Board. In another matter, Mielke submitted a letter of full disclosure on behalf of Millkey Hardwoods Inc. with regard to a request that Millkey be considered for any grounds maintenance contracts that may be open for the upcoming fiscal year.
· Select Board chair Michèle Miller signed an Extension of Agreement with the Center for Ecological Technology (CET) in Pittsfield for the collection of hazardous waste through the South Berkshire Regional Household Hazardous Waste Collaborative. The new expiration date of the contract will be June 30, 2006.
